Internal whistleblowing channel
Introduction
The URV Internal Whistleblowing Channel is the preferred mechanism for reporting breaches of the law within the material and personal scope established by the URV Internal Whistleblowing Channel Regulations. The channel guarantees confidentiality, the protection of personal data and the secrecy of communications.
What are its objectives?
- To promote and strengthen good governance and ethical public management practices at URV.
- To provide a secure internal communication channel between reporting persons and the University.
- To effectively protect reporting persons and ensure they can communicate safely and confidently.
- To comply with Spanish Law 2/2023 of 20 February on the protection of persons reporting regulatory breaches and combating corruption, as well as with the URV Internal Whistleblowing Channel Regulations.
What can be reported?
- Any breach of the law relating to the following matters:
- Misuse or improper allocation of public funds managed by the University, in accordance with the URV Institutional Integrity Plan and Anti-Fraud Measures.
- Public procurement.
- Public sector employment.
- Grants and financial aid awarded by the University.
- Privacy and personal data protection.
- Environmental matters.
- Occupational health and safety.
- Protection of reporting persons, under the terms established in the URV Internal Whistleblowing Channel Regulations and applicable legislation, where the reported conduct constitutes a criminal offence or a serious or very serious administrative offence.
- Any other matters included in the Annex to Directive (EU) 2019/1937.
- Any other breach of the law classified as a serious or very serious administrative offence under the Internal Whistleblowing Channel Regulations.
Who can submit a report?
Any person who, at the time of reporting, is or has been a member of the teaching and research staff (PDI); a member of the technical, management, administrative and service staff (PTGAS); an applicant in a staff recruitment process; a scholarship holder; a self-employed worker; an employee of a contractor, subcontractor or supplier of the University; a volunteer; or any other person covered by the scope of Law 2/2023.
How does it work?
- Anyone covered by the Internal Whistleblowing Channel Regulations may submit a report through the channel.
- Reports may be submitted anonymously and are treated confidentially. Reporting persons are protected against retaliation or adverse personal or professional consequences, provided the report is made in good faith and the reported facts are reasonably credible.
- All reports will be assessed unless they are clearly unfounded.
- Confidentiality is guaranteed throughout the handling of reports. This does not prevent disclosure of information to courts or prosecutors where legally required.
- The channel guarantees the completeness, integrity and confidentiality of all information. Access is restricted exclusively to those responsible for managing the channel.
- Reports submitted through the Internal Whistleblowing Channel do not initiate an administrative procedure and are not considered to have been filed with the URV General Registry.
- Reporting a matter through this channel does not grant the reporting person the status of an interested party in an administrative procedure.
- Likewise, reports do not constitute the exercise of the right of petition or the right of access, nor are they intended for enquiries, suggestions or service incidents.
- Communications aimed at defending legal rights or legitimate interests must be submitted through the appropriate procedures established for that purpose.
Reports may be submitted through the following channels:
a) In writing
Through the Internal Whistleblowing Channel linked on this webpage. Reporting persons should keep the randomly generated registration code provided by the platform, as it is required for future communications with the authority responsible for handling the report and for tracking its progress. Reports may be submitted anonymously.
b) Verbally
By calling +34 977 558 221. Reports may also be made by videoconference following a prior appointment requested by telephone or by emailing denunciainterna@urv.cat. Verbal reports cannot be submitted anonymously.
c) In person
By prior appointment requested via denunciainterna@urv.cat. In-person reports cannot be submitted anonymously.
How is a report processed?
- Submit the report through one of the available reporting channels.
- Assessment of admissibility, rejection or referral to another competent body.
- Investigation, including interviews and technical reports where necessary.
- Resolution through a report issued by the Anti-Fraud Committee.
External reporting channel
The Catalan Anti-Fraud Office is specifically responsible for safeguarding transparency and integrity within public administrations and among public sector employees in Catalonia.
Its primary mission is to prevent and investigate the misuse or fraudulent allocation of public funds, as well as any unlawful benefit arising from conflicts of interest or the improper use of information obtained through public duties.
