1. What steps must a PDI member follow to open a new Erasmus+ agreement?

  1. Negotiate and agree the mobility offer with the other university.
  2. Fill the agreement negotiation sheet.
  3. Send to the I-Center (mou(ELIMINAR)@urv.cat) the agreement negotiation sheet signed by the promoter and the mobility coordinator.

2. Who signs the Erasmus+ agreements at the URV?

The Erasmus+ agreements are signed by the vice-rector of Internationalization of the URV.

3. What are the functions of the agreement promoter in the processing of the signature of an Erasmus+ agreement?

  • Establish contact with the university with which you want to start the collaboration within the framework of the Erasmus+ program.
  • Negotiate the mobility offer with the other university.
  • Fill in the agreement negotiation sheet and sign it digitally.
  • Process the signature of the agreement negotiation sheet by the corresponding mobility coordinator.
  • Send the Agreement Negotiation Sheet to the I-Center (mou(ELIMINAR)@urv.cat).

5. What are the functions of the I-Center in processing the signing of an Erasmus+ agreement?

  • In the case of an Erasmus+ agreement promoted by a PDI member of the URV:
    • register the mobility offer included in the Agreement Negotiation Sheet in the database
    • draw up the Erasmus+ agreement on the basis of the Agreement Negotiation Sheet
    • process the signing of the agreement by the vice-rector of Internationalization
    • send a scanned copy of the agreement signed by the URV to the partner university so that it can process the signature of its institutional representative
    • once the scanned copy of the agreement signed by both parties is received, activate the agreement in the database and register the agreement in the database of institutional agreements of the URV (GREC)
  • In the case of an Erasmus+ agreement proposal received at the I-Center of another university: 
    • send the proposal to the corresponding mobility coordinators requesting the Agreement Negotiation Sheet in the case of a positive assessment
    • once you have received the Agreement Negotiation Sheet, follow the same steps as in the previous point

6. Is it possible to include courses belonging to mobility coordinators / different centers in the same Erasmus+ agreement?

No: each Erasmus+ agreement must include the courses that belong to a single mobility coordinator or to a single center in the case of centers that have a single mobility coordinator for all courses. Otherwise, it is not possible to adequately manage the mobility offer.

7. What is the Contract Negotiation Sheet?

The agreement negotiation sheet is a form for internal use by the URV that serves as a communication tool between the promoters of the Eramus+ agreements and/or the mobility coordinators, on the one hand, and the I-Center, on the other. Based on the information collected in the form, Erasmus+ agreements can be drawn up from the I-Center. The Agreement Negotiation Sheet must include the following information:

  • the name of the promoter and/or the mobility coordinator of the URV
  • the contact details of the partner university (in the case of proposals received at the I-Center from a foreign university, the I-Center completes this section)
  • the mobility offer data broken down by student and teacher mobility
  • the requirements for incoming mobility students (in)
  • the requirements for outgoing mobility students (out)

8. How can you find out the name of the study area / the ISCED code that must be included in the Contract Negotiation Sheet?

The Agreement Negotiation Sheet form itself includes the list of ISCED codes with the names of the study areas.

9. What are ISCED codes and why are they needed?

ISCED (International Standard Classification of Education) is the standardized classification of educational levels established by UNESCO. It was introduced in 1976 and the most recent is from 2013. The Spanish version is called CINE. These levels are designed to serve as a framework for classifying educational activities and the resulting qualifications into internationally agreed categories. The concepts and definitions of the ISCED/CINE are very basic; therefore, they aim to be internationally valid and to be able to integrate the whole range of education systems.

10. Is it necessary to have an Erasmus+ agreement to be able to do an Erasmus STA mobility stay (teaching)?

Yes, it is essential to have a bilateral Erasmus+ agreement between both institutions so that Erasmus+ STA grant applicants can benefit from the grant awarded.

11. Is it necessary to have an Erasmus+ agreement to be able to do an Erasmus STT mobility stay (training)?

No, as of the 2012-13 academic year, the European Commission allows Erasmus STT mobility stays without having any bilateral agreement between the university of origin and the institution of destination.

1. What steps must a PDI member follow to open a new MOU?

  1. Download the MOU agreement models available on the URV intranet.
  2. Negotiate and agree the content of the agreement with the other university.
  3. Send to the I-Center (mou(ELIMINAR)@urv.cat) the necessary documentation to start the review and signature process: the drafts of the agreement in Word format in all the languages ​​in which they are signed, along with the digitally signed control sheet by the promoter and the director of the department or the dean of the center.

2. What are the steps to renew an expired MOU?

  1. The intention to renew the agreement is communicated to the I-Center (mou(ELIMINAR)@urv.cat).
  2. I-Center provides the renewal addendum model.
  3. The promoter writes the addendum and follows steps 2 and 3 of the previous point.

3. What steps must be taken to extend a specific MOU mobility agreement that has already been signed?

  1. The I-Center (mou(ELIMINAR)@urv.cat) is notified of the intention to extend the specific MOU mobility agreement.
  2. The I-Center provides the extension addendum model.
  3. The promoter writes the addendum and follows steps 2 and 3 of the previous points.

4. Who signs the MOU agreements at the URV?

The MOU agreements are signed by the rector of the URV.

5. What are the functions of the promoter of the agreement during the process of reviewing and signing an MOU agreement?

  • Establish contact with the university with which you want to start the collaboration.
  • Download the MOU agreement models available on the URV intranet
  • Negotiate and agree the content of the agreement with the other university.
  • Send the necessary documentation to the I-Center (mou(ELIMINAR)@urv.cat) to start the process of reviewing and signing the agreement:

  • Provide the I-Center (mou(ELIMINAR)@urv.cat) with the signature date that must appear in the agreement.
  • Provide the I-Center (mou(ELIMINAR)@urv.cat) with the contact details of the other university to send the original agreement once signed by the rector of the URV.

6. What are the functions of the I-Center during the process of reviewing and signing an MOU agreement?

  • In case of an MOU agreement promoted by a member of the PDI of the URV:

    • register the agreement in the processing state in the database
    • once all the documentation has been received by the developer, start the process of reviewing and signing the agreement:
      • send the drafts of the agreement and the Control Sheet to the vice-rector of Internationalization
      • after receiving the approval of the vice-rector of Internationalization, send the drafts of the agreement and the Control Sheet to the Legal Office
      • after receiving the approval of the Legal Office, send the drafts of the agreement and the control sheet to the Linguistic Service
      • after receiving the approval of the Language Service, send the drafts of the agreement and the control sheet to the General Registry to obtain the approval of the general secretary and process the signature of the rector and the subsequent sending of the original agreement to the other university
    • transfer to the promoter the comments and/or modifications that arose during the review process by the URV
    • transfer to the URV units in charge of the review of the other university's responses to the comments and/or proposed modifications that arrive at the I-Center through the promoter
    • transfer to the General Registry the date of signature that must appear in the agreement, provided by the promoter of the agreement
    • transfer to the General Registry the contact details of the other university to send the original agreement once signed by the rector of the URV, provided by the promoter of the agreement
    • once you have received confirmation from the General Registry regarding the signing of the agreement by both parties, activate the agreement in the database
  • In case of a framework agreement proposal received at the I-Center from another university:
    • send the agreement proposal to the International Strategy team to assess whether it is of interest for the URV to sign the agreement
    • in the case of a positive assessment, the I-Center acts as promoter of the agreement and starts the process of reviewing and signing the agreement
  • In the case of a proposal for a specific MOU mobility agreement received at the I-Center from another university:
    • send the agreement proposal to the corresponding mobility coordinators
    • in the case of a positive assessment, the I-Center acts as promoter of the agreement and starts the review and signature process

7. Is it necessary to sign a framework agreement in order to sign a specific mobility agreement?

No, the URV does not need to process the signature of a framework agreement before or during the processing of a specific MOU mobility agreement. However, there are universities that ask to sign a framework agreement before or at the same time that the signing of a specific MOU mobility agreement is processed.

8. In the case of specific MOU mobility agreements, is it essential to complete the mobility offer annex?

Yes, the review of a specific MOU mobility agreement cannot be initiated if the annex to the agreement is not properly completed. Without having this information, the proper management of the mobility offer cannot be guaranteed.

9. In the case of specific MOU mobility agreements, is it possible to include courses belonging to different mobility coordinators / centers in the same agreement?

Yes, unlike the Erasmus+ mobility agreements, a specific MOU mobility agreement can include courses belonging to different mobility coordinators and different centres.

10. Do the framework agreements allow the mobility of students, PDI and PAS?

No, the framework agreements do not cover any type of mobility. In order for mobility to be covered, it is necessary to process the signing of a specific mobility agreement.

11. Can the rector of the URV process the signature of an agreement that has already been signed by the other institution without having passed the review process at the URV?

No: the current institutional agreement management procedure at the URV states that before any of the parties sign the agreements, it is essential that the proposed agreements pass the review process by both institutions.

Therefore, even if we receive the original agreement signed by the other party, it is necessary to start the review process by the units in charge and, to this end, the promoter of the agreement must follow the established procedure and provide the I-Center the drafts of the agreement in Word format and the duly signed Control Sheet.

12. In which languages ​​should MOUs be signed?

According to URV regulations, MOU agreements must be signed in Catalan and in the language or languages ​​required by the other party. In the event that the other party demands the signature in a language with little international circulation, it is proposed to sign the agreement in English as a common language.

13. What is the Control Sheet?

The Control sheet is a form for internal use of the URV that must accompany the agreement throughout the review process until it reaches the moment of signature by the rector of the URV. The following signatures are required:

  • promoter of the agreement
  • director of the department or dean of the center
  • Vice Chancellor of Internationalization
  • Legal Office
  • Linguistic Service
  • general secretary or deputy secretary

14. Who is responsible for the signatures of the Control Sheet?

The promoter of the agreement must initiate the signature process and must process the signature of the director of the department or the dean of the center.

The I-Center initiates the review and signature process and processes the signature of the units in charge of the review.

15. Do the ANUIES-CRUE mobility agreements allow the exchange of PDI and PAS members?

5. What are the functions of the I-Center in the processing of the signing of a bilateral SICUE agreement?

  • In the case of a bilateral SICUE agreement promoted by a member of the PDI of the URV:
    • register the mobility offer indicated by the promoter of the agreement in the database
    • draft the SICUE bilateral agreement
    • process the signing of the bilateral agreement by the vice-rector of Internationalization
    • send the original copies of the agreement signed by the URV to the partner university so that the signature of its institutional representative can be processed
    • upon receipt of the original agreement signed by both parties, activate the agreement in the database and register the agreement in the database of institutional agreements of the URV (GREC)
  • In the case of a proposal for a bilateral SICUE agreement received at the I-Center of another university:
    • send the proposal to the corresponding mobility coordinators and ask for their assessment
    • once you have received confirmation from the corresponding mobility coordinators, follow the same steps as in the previous point

6. Is it possible to include in the same SICUE bilateral agreement courses belonging to different mobility coordinators/centres?

Yes: unlike the Erasmus+ mobility agreements, a bilateral SICUE agreement can include courses belonging to different mobility coordinators and different centers.

7. Do the SICUE bilateral agreements cover the mobility of PDI and PAS members?

No: the SICUE national mobility program only allows student mobility.
