The supplier information and public procurement service of the Rovira i Virgili University (URV) was created with the goal of informing you about everything you need to access our published tenders and the electronic invoicing platform.
What services does URV offer to suppliers?

Public procurement
URV, like all public sector entities, is required to publicize its contractual activity through the Contractor Profile hosted on the Public Procurement Services Platform of the Government of Catalonia.

On the public procurement services platform, you will find our tender processes and the tender history.

Minor contracts
Minor contracts, which cannot exceed €40,000 in the case of works contracts, or €15,000 for supplies or services, are managed directly between URV and the relevant supplier.
Therefore, they do not need to go through a public tender procedure.

Electronic invoicing platform
URV provides suppliers with access to the FACe electronic invoicing platform, where they can submit electronic invoices and check their status. You will find useful information about electronic invoicing on URV's Electronic Headquarters.

What is public procurement?
Public procurement refers to the process of acquiring supplies, works, and services by different levels of public administration (State Administration, autonomous communities, local administration, universities, and other entities within the public sector).
As a public university, URV is subject to the national regulations governing public sector contracts.

Public sector contracts are regulated by a national law: Law 9/2017, dated November 8, on Public Sector Contracts.
What are tenders and how are they done?
In Spain, public procurement is carried out through a process called tendering, which aims to ensure the selection of companies for the provision of supplies, works, and services through different procedures.
Submitting bids for a public tender must be done electronically, except in certain cases.
Online bid submission means that bidders no longer need to prepare their proposals on paper or travel to a physical registry or post office to submit documentation to the contracting authority.
