MANAGEMENT OF NATIONAL BILATERAL AGREEMENTS SICUE

The bilateral national mobility agreements in the framework of the SICUE program allow the mobility of students in the Spanish universities participating in the program.

It is essential that there is a bilateral agreement signed between the URV and the destination university so that students have the option to apply for a mobility place in the annual SICUE mobility call and the mobility is covered.

The duration of the SICUE mobility stay that must appear in the bilateral agreement can only be 5 months or 9 months, according to the call for national SICUE mobility managed by the CRUE.

What steps must a PDI member follow to open a new bilateral SICUE agreement?

  1. Negotiate and agree the mobility offer with the other university.
  2. Communicate to the I-Center (mou@urv.cat) the intention to open a new bilateral SICUE agreement and report on the mobility offer that it wants to include.

Who signs the SICUE bilateral agreements at the URV?

The SICUE bilateral agreements are signed by the vice-rector of Internationalization of the URV.

What are the functions of the promoter of the agreement in the processing of the signature of a bilateral SICUE agreement?

The functions of the promoter of a bilateral SICUE agreement are as follows:

  1. Establish contact with the university with which you want to start collaboration within the framework of the SICUE program.
  2. Negotiate the mobility offer with the other university.
  3. Communicate to the I-Center (mou@urv.cat) the intention to open a new bilateral SICUE agreement and to report on the mobility offer it wishes to include.

What are the functions of the mobility coordinator in the process of signing a bilateral SICUE agreement?

The functions of the mobility coordinator are the following:

  • In the case of a bilateral SICUE agreement promoted by a member of the PDI of the URV:
    • evaluate the mobility offer proposed in the agreement
    • in the case of a positive assessment, notify the I-Center (mou@urv.cat) of your confirmation
  • In the case of a SICUE bilateral agreement proposal received at the I-Center of another university:
    • evaluate the mobility offer proposed in the agreement
    • notify the I-Center (mou@urv.cat) of your decision

What are the functions of the I-Center in the processing of the signing of a bilateral SICUE agreement?

The functions of the I-Center are as follows:

  • In the case of a bilateral SICUE agreement promoted by a member of the PDI of the URV:
    • register the mobility offer indicated by the promoter of the agreement in the database
    • draft the SICUE bilateral agreement
    • process the signing of the bilateral agreement by the vice-rector of Internationalization
    • send the original copies of the agreement signed by the URV to the partner university so that the signature of its institutional representative can be processed
    • once you have received the original agreement signed by both parties, activate the agreement in the database and register the agreement in the database of institutional agreements of the URV (GREC)
  • In the case of a proposal for a bilateral SICUE agreement received at the I-Center of another university:
    • send the proposal to the corresponding mobility coordinators and ask them for their assessment
    • once confirmation is received from the corresponding mobility coordinators, follow the same steps as in the previous point

Is it possible to include in the same bilateral SICUE agreement courses belonging to different mobility coordinators/centres?

Yes: unlike the Erasmus+ mobility agreements, a SICUE bilateral agreement can include courses belonging to different mobility coordinators and different centers.

Do the bilateral SICUE agreements cover the mobility of PDI and PAS members?

No: the SICUE national mobility program only allows student mobility.
