MANAGEMENT OF INTERNATIONAL AGREEMENTS MOU
International MOU agreements must be reviewed before they can be signed by the rector of the URV.
Types of international MOU agreements:
- Framework agreement: these are general agreements which establish the first link between two institutions; they provide the framework in which further specific agreements governing specific activities between the two institutions, such as mobility stays, can be signed. A framework agreement alone cannot cover a mobility stay. A specific agreement is required for this.

Specific mobility agreement: these agreements cover the mobility stays of students, teaching and research staff and administrative and technical staff at universities in countries outside the Erasmus+ scheme; consequently, they include an annex stating the nature of the mobility offer.
ANUIES-CRUE Agreement: this is an international mobility agreement that enables mobility stays by students at Mexican universities that are members of ANUIES. First, the CRUE and the ANUIES signed a general agreement which in turn permits the signature of specific mobility agreements at each participating university order to enable the exchange of students.

What steps must a member of the teaching staff follow to create a new MOU agreement?
- Download the template MOU agreements from the URV intranet.
- Negotiate and agree on the content of the agreement with the other university.
- Send the I-Center (mou@urv.cat) the necessary documentation to start the process for reviewing and signing the agreement. This documentation consists of the drafts of the agreement in Word format in all the languages in which they are signed, together with the Control Form digitally signed by the promoter and by the director of the department or the dean of the centre.

What are the steps for renewing an expired MOU?
- The intention to renew the agreement must be communicated to the I-Center (mou@urv.cat).
- I-Center provides the template for the renewal addendum.
- The promoter writes the addendum and follows steps 2 and 3 regarding the creation of a new MOU agreement.
What steps must be taken to extend a specific MOU mobility agreement that has already been signed?
- The intention to extend a specific MOU mobility agreement must be communicated to the I-Center (mou@urv.cat).
- The I-Center provides the template for the extension addendum.

Who signs the MOU agreements at the URV?
The MOU agreements are signed by the rector of the URV.
What are the functions of the promoter of the agreement during the process of reviewing and signing an MOU agreement?
The functions of the MOU agreement promoter are to:
- Establish contact with the university with which you want to start the collaboration.
- Download the MOU agreement models available on the URV intranet.
- Negotiate and agree the content of the agreement with the other university.
- Send to the I-Center (mou@urv.cat) the necessary documentation to start the process of reviewing and signing the agreement:
- the drafts of the agreement in Catalan and the language required by the other party, in Word format.
- the Control sheet digitally signed by the promoter and the director of the department or the dean of the center.
- Transfer to the contact of the other university the comments and/or modifications arising during the review process by the URV, which reach the promoter through the I-Center.
- Transfer to the I-Center (mou@urv.cat) the responses of the other university to the comments and/or modifications arising during the review process by the URV.
- Transfer to the I-Center (mou@urv.cat) the date of signature that must appear in the agreement.
- Transfer to the I-Center (mou@urv.cat) the contact details of the other university to send the original agreement once signed by the rector of the URV.
What are the functions of the I-Center during the process of reviewing and signing an MOU agreement?
In the case of a MOU agreement promoted by a member of the URV teaching staff, the functions of the I-Center are to:
- Register the agreement as being processed in the database.
- Start the process of reviewing and signing the agreement once all the documentation has been received by the promoter.
- Send the drafts of the agreement and the Control Form to the Vice-Rector for Internationalisation
- Send the drafts of the agreement and the Control Form to the Legal Office after receiving the approval of the Vice-Rector for Internationalization.
- Send the drafts of the agreement and the control Form to the Language Service after receiving the approval of the Legal Office.
- After receiving the approval of the Language Service, send the drafts of the agreement and the control Form to the General Registry to obtain the approval of the general secretary and the signature of the rector
- Send the original agreement to the other university.
- Inform the promoter of the comments and/or modifications that were made during the review process by the URV.
- Communicate to the URV units in charge of the review the responses of the other university to the comments and/or proposed modifications.
- Tell the General Registry which date of signature must appear in the agreement according to the promoter.
- Inform the General Registry of the contact details of the other university (as provided by the promoter of the agreement) so that the General Registry can send the other the university the original agreement once it has been signed by the rector of the URV.
- Activate the agreement in the database as soon as the General Registry confirms that it has been signed by both parties.
- If a framework agreement proposal is received by the I-Center from another university:
- Send the agreement proposal to the International Strategy team to assess whether it is in the URV's interests to sign the agreement
- If the International Strategy team gives positive assessment, the I-Center acts as promoter and starts the review and signature process by sending the agreement proposal to the corresponding mobility coordinators.
Does the URV require a framework agreement to be signed before or at the same as the creation and signing of a specific MOU mobility agreement?
No, the URV does not need a framework agreement to be signed before or at the same time as the creation and signing of a specific MOU mobility agreement. However, some universities do require such a framework agreement to be signed before or at the same time that a specific MOU mobility agreement is created and signed.
In the case of specific MOU mobility agreements, does the annex specifying the mobility opportunities on offer need to be completed?
Yes, the specific MOU mobility agreement cannot be reviewed if the annex to the agreement is not properly completed. Without this information, the proper administration of the mobility offer cannot be guaranteed.
In the case of specific MOU mobility agreements, can courses from different mobility coordinators/centres be included in the same agreement?
Yes, unlike the Erasmus+ mobility agreements, a specific MOU mobility agreement can include courses from different mobility coordinators and different centres.
Do framework agreements enable mobility for students, teaching staff and administrative staff?
No, framework agreements do not enable any type of mobility. In order for mobility to be enabled, a specific mobility agreement must be signed.
Can the rector of the URV sign an agreement that has already been signed by the other institution without being reviewed by the URV?
No: the current institutional agreement management procedure at the URV states that before any of the parties sign an agreement, the agreement must be reviewed by both institutions.
Therefore, even if the URV receives the original agreement signed by the other party, the relevant URV units must start the review process and, to this end, the promoter of the agreement must follow the established procedure and provide the I-Center with the drafts of the agreement in Word format and the duly signed Control Form.
Which languages should be used for MOU agreements?
According to the URV's regulations, MOU agreements must be in Catalan and in the language or languages required by the other party. In the event that the other party asks for the agreement to be in a language with little international circulation, it is proposed that there should also be a version of the agreement in English as a common language.
What is the Control Form?
The Control Form is an internal URV form that must be signed at each stage of throughout the agreement review process right up until the agreement is signed by the rector of the URV. The following individuals must sign the control form:
- Promoter of the agreement
- Director of the department or dean of the faculty/school
- Vice Chancellor for Internationalization
- Legal Office
- Language Service
- General secretary or deputy secretary
Who is responsible for ensuring the Control Form is signed?
The promoter of the agreement must initiate the signature process and must obtain the director of the department or the dean of the faculty/school.
The I-Center initiates the review and signature process and obtains the signatures of the units in charge of the review.
Do ANUIES-CRUE mobility agreements allow the exchange of teaching staff and administrative staff members?
No, ANUIES-CRUE mobility agreements only allow the exchange of students.
