International MOU Agreements Management

How to activate a new MOU agreement

  1. MOU agreement promoted by a member of the academic and research staff of the URV
  2. MOU agreement proposal received at the I-Center from a foreign university

1. Erasmus+ agreement promoted by a member of the academic and research staff of the URV:

  • The developer of the agreement previously needs to contact the partner university to negotiate the content of the agreement.
  • We recommend using the current URV model agreements, in order to ensure a more rapid review process. The model agreements are available on the Intranet:Tràmits  > Convenis institucionals > Models de convenis
  • Once the proposal is final and has been agreed with the other institution, the developer must e-mail the following documents to the I-Center (mou(ELIMINAR)@urv.cat) so that the URV can start the review process:
    • The drafts of the agreement in Word format in Catalan and the language required by the other institution; both copies must be verbatim copies
    • We recommend to download the model agreements in the moment in which the procedure begins, thus assuring the use of current and up to date models
    • The Control sheet filled and digitally signed by the developer and the Head of the Department or Dean of the Centre. The Control Sheet is available on the Intranet: Tràmits  > Convenis Institucionals > Full de control (in case of a framework agreement and a specific mobility agreement being processed at the same time, a Control sheet for each agreement modality must be sent; that is, a Control sheet for the framework agreement and another Control sheet for the specific mobility agreement)
    • It is very important that the developer obtains the approval of the other university before the URV starts the review process, so as not to double work and processes
  • There is NO need for the drafts and the Control sheet to be sent in paper format.
  • Once the documents have been received, the I-Center starts the review process and is responsible for gathering the remaining signatures of the Control sheet.
  • During the review process, the I-Center acts as an intermediary between the administrative units of the URV responsible for the review and the developer of the agreement. Therefore, any doubt that might come up during the review process will be transferred to the developer, who is responsible of discussing them with his/her contact in the partner university.
  • Once the review process is final and the signature of both universities has been secured, the I-Center updates the agreement status on the database and activates the mobility offer in the case of specific mobility agreements.

2. MOU agreement proposal received at the I-Center from a foreign university:

  • Framework agreement:
    • The International Strategy team evaluates the proposal and decides if it is of interest to the URV to sign the agreement.
    • In case of a favourable response, the I-Center acts as a developer of the agreement and the review and signing process starts.
  • Specific mobility and ANUIES-CRUE agreements: 
    • The I-Center contacts the corresponding mobility coordinators of the fields of study included in the agreement to request confirmation.
    • In case of a favourable response, the I-Center acts as a developer of the agreement and the review and signing process starts.

Planned period to achieve the signing of MOU agreements:

  • URV model agreement (that is, the model agreement available on Intranet, unchanged): in these cases, the expected period is of a month and a half from the time the I-Center receives all necessary documentation to start the review process
  • URV model agreement with incorporated changes: in these cases, the expected period is of 2 months from the time the I-Center receives all necessary documentation to start the review process, provided that the General Secretary's Office does not return it for any reason
  • Model agreement proposed by a partner institution (NO URV model): in these cases, the expected period is of 3 months from the time the I-Center receives all necessary documentation to start the review process, provided that the General Secretary's Office does not return it for any reason

The Control sheet is an application for internal use of the URV that must accompany the agreement from the review process to the signing of the Rector of the URV. It requires the following signatures:

  • Developer of the agreement
  • Head of the Department or Dean of the Centre
  • Vice-rector for Internationalisation
  • Legal Office
  • Language Service
  • General Secretary or Vice-secretary
